イフガオ州ハパオ村ナガワ集落の堤防修復プロジェクト〈中間報告〉

コーディリエラ・グリーン・ネットワーク（CGN)は、2020年11月に北ルソンを襲った台風22号（フィリピン名ユリシス）の被災地サポートのために、バギオ市のエコショップ「エコマート」とともに被災地支援の寄付の募集を行いました。この台風の被害は、ルソン北部の低地であるカガヤン州やイサベラ州で大きく、ダムの放流による洪水で大規模な洪水が起き、多くの人が家や家財道具を失いました。

CGNの活動地域であるコーディリエラ山岳地方の6州では、イフガオ州で多くの土砂崩落があり、死者も出ているという情報がありました。CGNが2018年に、世界遺産の棚田で行った演劇を活用した環境教育プロジェクト「演劇ワークショップでアジアの農村をつなぐ」でお世話になったイフガオの人たちのことが心配でした。

イフガオでのプロジェクトでコーディネイターを務めてくれているキアンガン在住のフェイスにメッセージを送ったら、土砂崩れで彼女のおじさんを含む12名が、バナウエ町で生き埋めになって行方不明、捜査が続いていると言います。こういった災害の場合、山奥に行けば行くほど、被害が大きく、知れにもかかわらず被害状況の報道がされなかったり、SNSで情報が流れたりしない傾向があります。山奥の村の状況がますます気がかりになりました。

ここ数年、イフガオに頻繁に行く機会に恵まれていました。演劇ワークショップ・プロジェクトの流れで、イフガオ州の高校の先生など6人と長野県上田市で演劇公演をしたり、大分県安心院高校の先生と生徒さんをイフガオにご案内して、棚田で収穫体験をしたり高校でプレゼンテーションをしたりもしました。2019年には、NHKの第二次世界大戦中の在フィリピンの日本人民間人とテーマとしたドキュメンタリーのリサーチや撮影コーディネイトで、イフガオのずいぶん山奥まで足を延ばしました。愛知県立大学のサークル「RUFF」の学生さんたちとも、スタディツアーでイフガオの棚田を歩いたり、学校で交流プログラムを企画したりもしました。

どこに行っても、だれといっても、いつでもイフガオの人たちに温かく迎え入れられ、心づくしの歓待を受けました。

山奥の人たちもこのコロナでの移動制限で前にもまして頻繁に使っているフェイスブックのメッセンジャーで、安否を確認するメッセージを送ってみました。みんな、土砂崩れや、土砂崩れで亡くなった人（！）などの写真をメッセンジャーで続々と送ってきてくれました。ツアーガイドのジョセフさんがフンドゥアン町のハパオ村から送ってくれたのは、すごい勢いで氾濫するハパオ川の写真とビデオでした。川の堤防の壊れていた部分が台風による大雨でさらに拡大し、浸水してきたといいます。

「でも大丈夫！私たちは生きてます！」。

同時に「いつくるかもわからない次の台風が心配」とも話してくれました。ネットで探したという洪水で棚田が流されている、治水堤防ができる前の古い白黒写真も送られてきました。

そんな話を、マニラで不動産業や飲食業等を営むほのぼのグループの代表・屋良朝彦氏（沖縄出身）に話したところ、修復のサポートしたいというお言葉をいただきました。

「コロナ禍で経済が停滞しているフィリピン、そしてマニラですが、こんな時こそ、新しいビジネスにチャレンジしたいと思っているのです。お金もかかるときだけれども、自分のビジネスのためだけに猛進するのでなく、同時にこの国と人のためになる何かをしたい」とのこと。

誰もが心の余裕を失っているときだというのに、この申し出には驚きました。イフガオやハパオに行ったこともなければ、そこの人に会ったこともないのにです。

さっそくジョセフさんに、そのことを伝えると、私以上に驚いていました。それはそうですよね。

善は急げ！

ジョセフさんは、集落の人、バランガイの役員、フンドゥアン町長などに会いに行き、町長の理解とアドバイスで、貴重な思いのこもった個人からのご寄付が、できるだけコミュニティの人のために直接使われるように、いろいろな手続き（資材の入札など）や手数料などがかからないように、ジョセフさんの責任でナガワ集落の人とCGNの間で工事契約を結び、できるだけ早くに工事を開始することになりました。あっという間の展開です。年明けから工事は開始され、2月半ばで折り返し地点に来ています。

私のほうも、マニラの屋良氏からのご寄付をサポートする形で、日本の知り合いに寄付の呼びかけを始めました。ハパオでのワークショップに関わってくれた方や、イフガオの文化を調査している研究者の方、お父さんを第二次世界大戦中にフィリピンで亡くされた遺族の方などから、心温まる寄付をいただきました。

●ナガワ集落の成り立ちについて

昔、ナプラワン山から流れる川がありました。この川は二つに分岐しました。その一つが現在のハパオ・バランガイに流れています。そしてもう片方の川は干上がってしまいました。私の祖先はその乾燥した地域に田んぼを作りました。作った田んぼは二つの川の間にあったことから、中央に位置することを意味する「ナガワ」と名付けられました。

その田んぼを開拓するのに、私の祖父ヨグヨグが関わりました。田んぼを作っている最中に第二次世界大戦が始まりました。私たちの祖父母は生き残るために家族と一緒に山に避難しました。私の祖父は日本兵に殺害されて亡くなりました。彼の遺体は現在も見つかっていません。戦後、祖母のマリンネは子供たちとヨグヨグが作った田んぼを引継ぎ、生活を送っています。

1996年に私の両親は、その田んぼの近くに小さな家を建てました。私の家族はこの地域に移り住んだ二番目の家族でした。それから、次々に人々がこの地域を訪れ、家を建てました。私は2001年に結婚したとき、家族と住む家を建てるために両親から土地をもらいました。2004年、日本政府は、イフガオ州フンドゥアン町ハパオ・バランガイでの洪水を防ぐために、フンドゥアン町の自治体に700万ペソを寄付しました。

それまではたびたび洪水が起こっては、田んぼに被害を及ぼしていました。この川の治水工事により、洪水や川の濁流の被害がなくなり、地域の安心・安全を確保しました。しかし、大雨、台風、地震などの自然災害により、建設された川の堤防が劣化し、役に立たなくなりつつありました。

昨年、2020年11月14日、「ユリシース」と名付けられた台風（22号）により土石流の被害が起き、堤防が破壊されました。それは、私たちのコミュニティを守ってくれていた堤防でした。この20年近く、唯一私たちを自然災害から守ってくれていた堤防が破壊され、コミュニティに水が流れてきたことにより、いくつかの家や、これまで育てていた農作物や養魚池なども流されました。子育てをしながら生活をしている私たちの間には恐怖が広がっていました。

台風の後、さらなる台風が再び来るのではないかと恐れながら、また立ち上がろうとしました。 2020年11月29日、ツアーガイドの仕事で知り合った反町さんから、「大丈夫でしょうか」とメールがきました。その言葉を彼女がかけてくれて、私は勇気づけられました。私は、地域の写真と、川の堤防の崩壊による村の被害の写真、今後被害を受けそうな場所の写真を何枚か送りました。彼女は私に、破壊された堤防の再建に資金を提供する寄付者を探してくれるというメッセージを送ってくれました。コロナ禍と自然災害の影響により、今後の復興の確信が持てない暮らしの中に温かい日差しが差し込んだような気持ちになりました。

私は神様が私たちを守ってくださるという感謝の気持ちは保ち続けていました。

私たちの祈りは2020年12月20日に報われました。反町さんから、マニラにいる彼女の友人が堤防修復に資金を提供してくれるというメッセージが届きました。その時の感謝の気持ちは言葉で言い表せないほどで、胸がいっぱいになりました。私はそのメッセージを何度も何度も読み返しました。私たちの事をこんなに心配してくれた人達がいたという事実に、涙が止まりませんでした。私は村の皆に話しました。コロナ禍と台風による被害の影響で、それまで悲しみに包まれていた皆の顔に喜びと笑顔が戻りました。

ハパオ・バランガイのナガワ集落は、被害を受けた川の堤防の再建築ための資金を調達してくださった反町さんに心から感謝しています。

寄付者の皆様には、個人的には存じ上げていませんが、この堤防の再建に向けた資金提供を通じて、無私無欲に祝福を分かち合ってくださった寛大さに、こころより感謝します。私たちは村を想ってくださるあなた方の心に感謝しています。いつの日か堤防が再建築されたら、ぜひお会いし、平和な村を一緒に歩くことを夢見ております。

プロジェクト中間報告書

2021年2月11日現在

2020年12月23日、私は非常に協力的なカサン・ドゥムラグ町長に会いに行き、プロジェクトについて話し合いました。町長は、ナガワ集落のために、このプロジェクトの遂行のために必要とされるすべての文書に署名してくれるということで合意ししてくれました。町長は地方自治体のエンジニアに建設予定地の現場検証と、作業計画の作成を指示しました。反町眞理子さんのリーダーシップのもと、コーディリエラ・グリーン・ネットワークからの財政支援の確約があったとき、私はコミュニティに暮らす家族全員の首長を集め、活動の計画を立てました。

そこで私は、コミュニティのメンバーと合意した内容に沿って作業計画をまとめ、反町さんに送りました。次のステップは、プロジェクトがスムーズに実施されるように、各活動の責任者を決めました。具体的には、資材の購入、運搬、積み込み、荷降ろしの担当者、道路からプロジェクト現場までのセメントの人力運搬、洗砂、砂利、石材の製造、作業員の食事の準備、写真撮影、会計処理、その他の不明な活動の担当者などです。

私は、プロジェクト・コーディネーターとして、フンドゥアン地方自治体政府、バランガイ政府と密接に連携し、日々の活動内容のモニタリングを行い、プロジェクト現場での作業、成果報告の作成、プロジェクトの進捗状況の確認を行っています。いつでも必要な資料がを提供できるように準備しています。 記録は(文書と写真)は、プロジェクトサイトの訪問やモニタリングのたびにも作成されます。また、プロジェクトの進捗状況が計画されたプログラムや活動に沿っているかどうかの確認も行っています。

プロジェクトがスタートしたのは2021年1月4日です。2021年1月11日までプロジェクトの基礎の迂回・深堀・掘削を行いました。また、熟練工による作業計画に沿って、巨石、砂、砂利、セメントなどの骨材を混合して基礎工事を開始しました。

NARRATIVE REPORT

Construction of Nagawwa River Control Project

HISTORICAL BACKGROUND OF SITIO NAGAWWA

A long time ago there was a river coming from Mt. Napulawan. This river was sub-divided into two, one of which is now known as barangay Hapao today. As years passed by the river continued to flow through one area while the other side was left dried and exhausted. Our ancestors decided to take advantage of this and constructed rice fields in the dried areas. This place was later called by our ancestors Nagawwa which means "located in the middle/center". It is based on the historical background of the place that was located at the center of the two sub-divided rivers.

My grandfather named "Yogyog" helped build this rice field. They were in the middle of rice field construction when the second world war began. So, our grandparents together with their families evacuated to the mountains to survive. Unfortunately, my grandfather, Yogyog was killed by the Japanese soldiers and was buried elsewhere, so his remains are still missing to this day. After the war, my grandmother "Maligne" took her children and returned to the land they once left and continued to cultivate the rice field that was constructed by my grandfather "Yogyog". Since then, the rice terraces have been the source of our living to this day.

My parents were the second family who stayed in this place during that time. As years go by, the relatives and families of So, In October 1996 my parents built a small house near our rice field to have easier access to the terraces where they worked every day. My parents were the second family who decided to migrate to this area during that time. As years went by, the relatives and family members of those who constructed the rice fields in this area decided to move here as well until it grew into a small village. When I got married in the year 2001 my parents gave me a small space to build a house and start a family. Last 2004, the Japanese government donated an amount of more than 7 million pesos to our local organization (MLGU) for the construction of a river flood control station here in Hapao, Hungduan, Ifugao. During that time the river started devastating the rice fields. Because of the construction of the river flood control station, we felt safe from floods being drawn by the river. However, as time passed by, we encountered lots of strong typhoons, heavy rainfall we encountered earthquakes as well. Natural disasters such as typhoon Ondoy, Yolanda, and Lawin slowly destroyed the constructed river flood control station.

Last year; on November 14, 2020, typhoon Ullysis brought strong rain and drew big stones. The big volume of sand destroyed the river flood control station here in Hapao, Hungduan. It was the river control station protecting our village. The river control collapsed and destroyed some of the houses, fish ponds, and even flooded our crops. The only river control station which we considered our refuge and shield from calamities for more than two decades collapsed causing a huge flood in our villages. We live in fear constantly worrying when the next flood will hit us especially for the children and the elderly.

After typhoon Ulysses, we made an effort to get back on our feet and started rebuilding our village. We were in constant fear of a flood or the next natural disaster that would hit our village. Our village was in a very vulnerable state. On Nov 29, 2020, Miss Mariko Sorimachi a very good friend of mine whom I met during my guide work sent me a message asking us how we were and about our current situation. I felt relieved when she asked me what she could do to help us. So I sent some pictures of our village and sent her a message on what possible damages the river flood control could cause if not reconstructed. She then left me a message saying that she will try to find some good-hearted donors to finance the reconstruction of the destroyed river control station.

Even without assurance, I felt happy. Life during these times is hard due to the pandemic. I continued to keep my faith in God, I believe he will protect us and will not allow us to perish. Our prayer was answered on Dec. 20, 2020 Ms. Mariko Sorimachi sent me a message that her friend in manila was willing to finance the flood control. I could not express my gratitude enough. I read the message again and again. There are people who see our need, I tried to fight back my tears but they kept falling like the rain of typhoon Ulysses. I shared the good news with my community, everyone was overjoyed, despite the pandemic and the flood, we were blessed and protected by God the good news brought by the message spread the spirit of Christmas throughout the whole village.

We, the community member of sitio Nagawwa, Hapao greatly express our heartfelt gratitude to Ms. Mariko Sorimachi for her initiative and concern by sourcing out funds for the rehabilitation of the damaged river flood control. PROJECT ACCOMPLISHMENT REPORT

Construction of Nagawwa Riverflood Control

As of February 11, 2021

December 23,2020 I coordinated with Hon. Casan Dumulag, the very supportive Mayor and talked about the project. We agreed to sign any possible documents for the said project for the benefit of the stakeholders in Nagawwa. The mayor instructed his engineers to validate the site and prepare the program of work. When there was an assurance of financial support from the Cordillera Green Network through the leadership of Ms. Mariko Sorimachi, I gathered all the heads of the family in the community and planned for the activities to be undertaken. So I consolidated and prepared the work plan according to what we agreed with the community members and send it to Ms. Mariko Sorimachi. The next step was tasking, I assigned a person responsible for each activity to ensure that there is a smooth implementation of the project. The activities include purchasing of materials, the person in charge of ferrying, loading, and unloading, manual hauling of cement from the road to the project site, production of washed sand, gravel, and stone, assigned one in preparing food for the workers, and in charge of photo documentation, financial disbursements/matters and other unidentified activities.

As project coordinator, I closely coordinate with the MLGU, BLGU and monitor the daily activities, work on the project site, prepare accomplishments and progress of the project. Ensures that the materials needed are readily available at all times. Documentation (Written and photo) is also made every project site visit and monitoring. I also check if the progress of the project is aligned with the planned program and activities.

January 4, 2021, that was the start of the project. Detouring, deep digging/ excavation of the foundation of the project was made until January 11, 2021. We also started building the foundation utilizing big stones, sand, gravel, and cement, mixture the aggregates following the program of work by the skilled workers.
