イフガオ州ハパオ村ナガワ集落の堤防修復プロジェクト完了報告

2021年1月に開始された「イフガオ州ハパオ村ナガワ集落の堤防修復プロジェクト」が4月のモニタリング査察と完了式典をもって無事終了しました。ハパオ村でプロジェクトをコーディネイトしてくれたジョセフ・マディヲさんから完了レポートと感謝状が届きましたので、ここに転載します。

ナガワ集落ハパオ川堤防修復工事

完了報告書

2021年1月－4月

「ナガワ集落ハパオ川堤防修復工事」プロジェクトは、イフガオ州フンドゥアン郡ハパオ村（バランガイ）のナガワ集落で実施された。プロジェクトで建設されたのは長さ27メートル、高さ4メートルの堤防壁である。このインフラ・プロジェクトは、コーディリエラ地方に在住し、この地を訪れていたコーディリエラ・グリーン・ネットワーク（CGN）の反町真理子氏が呼び掛け人となり、屋良朝彦氏、亀井亘氏をはじめとすると寛大な日本の人たちの寄付によって資金を調達することができた。プロジェクト費用の総額は70万ペソで、河川の氾濫を防ぐための壁の建設に必要な資材の購入、その運搬費用、建設作業費、学校へのプリンターの寄付、その他の管理費などに充てられた。

このプロジェクトの実施に先立ち、私はコミュニティと密接にプロジェクトの調整した。フンドゥアン郡長、バランガイの役員、そのほか関係者と密接に調整し、プロジェクトの同意書を作成した。

予算の送金は、3回に分けて行われることとなった。それに基づき、ステイクホルダーとの計画立案、フンドアン郡地方自治体、ハパオ村自治体との調整、ワーカーたちとの調整、協議を経て、2021年1月4日にプロジェクが開始された。

1回目の予算がリリースされると、作業を簡単かつ迅速に達成するために組織された「プロジェクト実行委員会」によって資材の購入が行われた。川の流れ道の調整、掘削、基礎工事のための地ならし、砂や石の掘削と洗浄、手作業による運搬、セメント塗りは、それぞれ担当するワーカーたちによるチームを作った。それらの作業は時に同時に進行された。プロジェクト開始時は雨季だったため、強い雨で川の水量が増え、労働者たちは川の流れ道の調整を3回も行うことになった。川の水量が多いため、労働者は水の方向を変えるのに苦労したが、ワーカーたちは忍耐強く作業を行い、工事を無事に終了した。

パンデミックで学生たちは自宅学習となっているが、ハパオに住む学生たちが、道路沿いのボヨド・ウエイティング・シェイド（注：ジプニーを待つときなどに待機する小屋）からプロジェクト・サイトまでのセメントを人力で運搬した。学生たちは、このプロジェクトが彼らの学業の大きなサポートになったという。事業から支払われたセメントの運搬代によって、オンライン授業や課題のリサーチに必要な支出を賄うことができた。彼らの多くは、早朝、午後、休日、土曜日、日曜日に運搬作業に協力した。

第2回目の予算がリリースされると、その資金はワーカーたちへの支払い、洗浄した砂や石、追加のセメントの購入、手作業による運搬のためのワーカーへの支払いなどにあてられた。

プロジェクト資金から学校にエプソンプリンター3台を寄付

当初の事業計画では、エンジニアに支払われる管理費はフンドゥアン郡自治体政府に支払われことになっていた。また、プロジェクト紹介の看板を制作して事業地に設置することになっていた。しかし、CGN運営チームの合意に基づき、これらの予算はエプソン製のコンピュータ・プリンター3台の購入に使われた。この3台のプリンターは、2021年3月25日にイフガオ州フンドゥアン郡ハパオのバランガイ・ホールで開催されたバランガイ総会で、タバグ小学校、ハパオ小学校、フンドゥアン国立高校に授与された。この総会には、ジェリー・U・ダリポグ州知事、グレン・プルデンシアノ副知事、理事会メンバー、SBメンバー、自治体職員、コミュニティ・メンバーなどが参加した。

このプロジェクトの実施がスムーズに進行したのは、コミュニティ・メンバーの参加と協力、プロジェクト管理チームの緊密な連携とフォローアップ、エンジニアによる技術サポートがあったからである。CGNとフンドゥアン郡自治体政府、ハパオ・バランガイ政府との間には、良好なパートナーシップが確立された。

プロジェクトの開始以来、建設プランを設計した担当エンジニアのルーカス・ウィリアム氏は定期的にプロジェクト・サイトを訪問し、工事進捗状況を確認した。ウィリアム氏は作業員に対して技術指導をすることができ、それがプロジェクトの成功と円滑な実施につながった。

2021年3月3日には、ウィリアム氏は抜き打ちでプロジェクト現場を訪問し、モニタリングを行った。氏はプロジェクトの実施が迅速かつ良好であることから、実施に携わっているすべてのワーカーたちの努力を高く評価した。2021年3月25日、堤防修復作業のすべてが終了した。

プロジェクトの最終モニタリング

最終モニタリング検査に先立ち、前夜に伝統的な儀礼が行われ、プロジェクトが無事に実施されたことに感謝した。これは、川の洪水やその他の災害からナガワのコミュニティを守る堤防壁を維持し続けることができるよう、亡くなった先祖の助けを求めることを目的としたものである。

2021年4月15日、本プロジェクトは、カサン・P・ドゥムラグ郡長が率いるバランガイおよびフンドゥアン地方自治体と、エンジニアのウィリアム氏、自治体職員、工事に携わったワーカーたち、その他のコミュニティメンバーによって正式にモニタリング査察を受けた。

モニタリング・チームはプロジェクト現場で完成した堤防壁を測定・調査した。ウィリアム氏は、この河川治水プロジェクトは、これまでに建設された河川治水プロジェクトと比較して、より耐久性のある新しい設計でよく実施された最初のプロジェクトであると述べた。

第3回目の予算は、プロジェクトのための銀行口座開設費用、資金引き出しのための旅費、プロジェクト実施・モニタリング中の食費、プロジェクト視察費用、セメント購入（荷積み・荷降ろし）のための人件費、プロジェクト・エンジニアへのインセンティブなど、管理費に多く支出された。

プロジェクトの実施には問題がつきものだが、今回のプロジェクトで発生したいくつかの問題や懸念事項は、村でのこのプロジェクトの重要性や意義を示すことで、コミュニティ・レベルですべて解決された。

このようなパンデミックにもかかわらず、プロジェクト実施チーム（CGN、フンドゥアン地方自治体、バランガイ自治体、ワーカー）間の緊密なパートナーシップと良好な連携により、プロジェクトは成功裡に完了した。パンデミックにもかかわらず、こういったプロジェクトを実施できたことは、私たちが団結さえすれば、変化を起こすことができることを示したといえる。

Construction of Nagawwa Riverflood Control

The NagawwaRiverflood Control Project is constructed at Nagawwa, Hapao, Hungduan,Ifugao. It is 27 meters long and 4 feet in height. The said infrastructure project was funded by the generous Japanese people in the person of Mr. AsahikoYara and Mr. Wataru Kamei initiated by Ms. Mariko Sorimachi/Director of the CordilleraGreen Network (CGN) who is residing in the Cordillera and who had often visit Ifugao. The total amount of this project is Seven Hundred Thousand Pesos (Php700,000.00)covering the construction of the river flood control wall, purchase of materials/aggregates, freight, transportation, manual hauling, labor, transportation, a donation to the school, and other administrative expenses. Prior to the implementation of the said project, Ms. Mariko had been closely coordinating with the community through me who closely coordinated with important individuals such as the municipal mayor, barangay official, and stakeholders until the Memorandum of Agreement was done.

The downloading of funds for the budget were made into three (3) tranches. After the conduct of planning with stakeholders, coordination with the MLGU and BLGU, mobilization of workers, consultation, and planning, the implementation of the project had physically started on January4, 2021. Upon the release of the 1st tranche budget, purchasing of materials was made by the assigned committee for the easy and fast accomplishment of the work. Detouring, excavation, leveling of the foundation, digging, and manual hauling of washed sand, stones, and cementing were synchronously done by the different assigned groups of workers. The project started during the rainy season, with this, the detouring activity was done thrice by the workers due to the effect of strong rains that led to increased volume of water in the river. The workers found it difficult to redirect the water to the river due to its high volume, regardless of this, they patiently did the work successfully.

Upon the delivery of the cement along the road atBoyyod waiting shed, manual hauling from the road to the project site was done with the help of the youths who are having their modular distance learning in this barangay. According to them, the project was a great help for them because they used the payment/money of their labor for their load to suffice their need for online classes and researches. Many of them participated in the labor for hauling during their free time: early in the morning, in the afternoon, during holidays, Saturdays, and Sundays.

Upon release of the 2nd tranche budget, the funds were disbursed immediately to the workers as payment for their labor, washed sand, stones, purchase of additional cement, and the like. Part of the budget was allotted for engineering overhead and purchase of a billboard, however, the funds allocated for these were donated to a school instead.

3 UnitsEpson Printer Donated to School from the Project Fund

The engineering overhead is supposed to be given to the MLGU of Hungduan and a billboard was supposed to be purchased and set up on the project site. However, the said allotted budgets were utilized in purchasing three (3) units of Epson printer as agreed upon by the implementation team headed by Ms. Mariko. The three (3) units of EPSON printers were awarded to TabagPrimary School, Hapao Elementary School, and Hungduan National High School onMarch 25, 2021 during the General Assembly Meeting of Barangay Hapao that was held at the barangay hall of Hapao, Hungduan, Ifugao. The said meeting was participated by the Provincial Governor Jerry U. Dalipog, Vice Governor GlennPrudenciano and some of the Board members, SB Members, municipal officials, employees, and people from the community. The project implementation went smoothly because there was good participation and cooperation of the workers, close coordination, follow-up, and technical assistance of the project management team. A close and good partnership between CGN and MLGU Hungduan, BLGU Hapaowas established. Follow-up and updating were also conducted by the CGNDirector/Ms. Mariko.

Since the start of the project, the engineer in charge had regularly monitored and visited the accomplishments on the project site. He was able to guide the workers/laborers that led to its successful and smooth implementation project. On March 3, 2021, Mr. William conducted a surprise visit and monitoring of the project site. He appreciated the efforts of the workers who were all involved in the implementation who made the project implementation run fast and well. On March 25, 2021, the physical project construction had ended.

FINAL PROJECT INSPECTION

Prior to the final inspection, a customary ritual took place a night before the day of the final inspection. This was to give thanks for the successful implementation of the project and to seek help from our ancestors who passed away. This was a way to ask them to continuously protect the wall that serves as protection of the theNagawwa community from the occurrence of floods from the river and other calamities.

On April 15,2021 the project was formally inspected by the barangay and municipal local government unit (BLGU & MLGU) headed by the Municipal Mayor; Hon. Casan P. Dumulagwith the municipal Engineer Lucas William, some employees, workers, and the community members.

On the project site, the inspectorate team was able to measure the physical accomplishments. It was remarked by the municipal engineer/Mr. Lucas Williamthat the river flood control project is by far the first project that is well implemented with a new design that is more durable compared to the previously constructed River flood control projects.

The 3rdtranche budget was spent most on administrative expenses that include reimbursement of expenses for the opening of bank account, traveling expenses in the withdrawal of funds, payment of food expenses during project implementation and monitoring, project inspection expenses, payment of labor in purchasing cement(loading and unloading), and incentive of the project engineer.

In implementing a project, problems may arise. The issues and concerns we have encountered in this project, it was all resolved at the community level by remembering the importance and significance of the project to the village. Despite the pandemic, the project was implemented successfully through the close partnership and good coordination between the implementation teams (CGN, MLGU, BLGU, and the Workers). This project shows that with unity and coordination, we can entice change as shown by our donors and the facilitator of this project Ms. Mariko Sorimachi.
